This is still very prevalent on Minecraft for Windows 10. It appears actually mining the bell is what causes the issue. As the first bell that I traded from a villager did not have any issues. However the second bell we got we mined from a village...sure enough it was stuck. So I went back to where I placed the first bell, mined it, now it is stuck too.
