This is also happening on my Nexus Player and Nexus 6. At first I thought it was an Android TV issue as MCPE is not officially supported on that platform, so I tried it on my Nexus 6, and it doesn't work.
It either works just fine or not at all. It usually starts happening once you leave the app and return to it. It works just fine the first, original time you launch the game. If you leave and then come back to it, the right analog stops working entirely, whereas some other people's stutter and whatnot.
