Seconded, it also effects controller Keybinds, the “Clear Hotbar” toggle as well as the “Only Allow Trusted Skins” toggle, defaulting them both to disabled even if usually enabled.
From what I have encountered with it, the bug doesn’t happen every time the game launches, but does seem to happen if you Play the game, close the game (Whether pressing Escape on the Main Menu or the X in the top right) and relaunch the game later, prior to turning off/restarting PC.
