I'm just going to throw in my 2 cents on this issue, Maybe it's not a bug but
maybe it might be USB chipset compatibility issue with Logitech Mice.
The reason why I suspect this, is because this issue occurred on HP Elite 8000, along with some other issues like with Firefox web browser with the LMB (items seems to get all highlighted in youtube). But when I have the same mouse M510 plugged into my HP Pro 3300, the scrolling issue doesn't occur in Minecraft or the other issues in Firefox.
