Just checked this. Wife's Samsung S6, daughter's Moto E gen2, and my Nexus 6P all support neon.
The Acer iconia tab 8 A540fhd has the Intel atom quad core and there is no neon support. This device has failed to launch MCPE for over a year.
Major kudos on this for finding a link (from 2015!)
Interestingly enough, I tried installing the Xbox app that shows MCPE in it, and that crashes as well.
MC story mode app works though
0.16.2.2 just hit Amazon app store.

Finally found this.
Ours stopped working on as Asus Nexus 7 on Christmas 2015. Replaced it with an Acer Iconic tab8. 2nd Nexus crashed so bought another tab8, MCPE failed to load. Two weeks later (update) it failed on the 1st Acer as well. I tried MCPE on my Nexus 6P (goes right to Xbox live screen and plays). Bought a cheap Moto E (phone) and all updates work, latest 0.16.0.5 still doesn't launch on the kid's Acer A1-840FHD running 4.4.2
What can I do to help? Our MCPE was purchased through Amazon
I can't update one device to 1.0.0.16... Was working fine on 0.16....
Previous device without neon capability still unable to play 1.0.x
