I have been playing on a realm with the seed mamaMOOSE, and I have noticed the same issue, only I have found some additional info.
Village A is roughly at location 16, 64, 94 Village B is roughly at location -4808, 65, -1672
Mansion A is at location 13423, 74, -9680 Mansion B is at location -21249, 67, -624
Village A cartographers only sell woodland explorer maps for mansion A. Village B only sells maps for mansion B. All villages in between Villages A and B sell maps for mansion A.
Using pythagorean theorom, distances between villages and mansions are as follows:
Village A to Mansion A 16,591m Village A to Mansion B 21,277m
Village B to Mansion A 19,912m Village B to Mansion B 16,474m
It appears that villages are only giving woodland explorer maps to the nearest mansion. I do not know if that is an intended feature or a bug, but I can find no reference to a change made in any of the patch notes. It is my understanding that cartographers were originally supposed to give a map to the nearest unexplored mansion.
