I've had this issue before and know how to fix it. Go to task manage scroll all the way down to where it says Minecraft launcher click on it, then at the left right it will say end task and it'll allow you to play Minecraft again, just make sure when you want to play Minecraft again, repeat this procedure.
A person I was talking with said that the problem might be in the files, and that it doesn't allow the skin to be allowed in 1.16 and up on both multiplayer and singleplayer.

Never mind I fixed it what I had to do was switch launchers so I just searched it up on youtube!
