Never mind I fixed it what I had to do was switch launchers so I just searched it up on youtube!

IMPORTANT(MY SKIN SHOWED UP AND MY CAPE) all i had to do was restart my computer

A person I was talking with said that the problem might be in the files, and that it doesn't allow the skin to be allowed in 1.16 and up on both multiplayer and singleplayer.
