It is happening for me in November 2025 on Bedrock for Windows (v1.21.124). Tried already to find and open the treasure chest with the map in main hand (and nothing in the other). Still not getting the achievement (already tried earlier this year, always with new treasure). Maybe that it is in an old world?
Confirmed that it unlocked in another (new) world. Just the old world was somehow bugged 😕
