Oop seems I fixed it, go to Settings > Accessibility > Enable UI screen reader. Just double tap to turn it off and it’s fixed.

I’m also having this issue but on my iPhone. I found that tapping once, then on the second tap scrolling up or down will allow you to scroll through the inventory and other things.
