I have this same exact issue, i attached a video. Windows 10 22H2 with german keyboard layout.
This issue occurs when using the Alt Gr key to type in special characters like ~ This was not an issue in previous minecraft versions, however now when pressing Alt Gr it makes minecraft think you are holding down the ctrl key. This applies outside of the chat as well.
