I don't believe so, because it causes passive mobs to wander away in the same direction or bunch up in corners of fenced in areas, and that is clearly a bug/unintended behavior.
Confirmed... I imagine the intent is what violine says, but to avoid removing functionality that is long-standing and absolutely necessary for some technical things, perhaps it could simply be applied to only mobs in the spawn chunks where this problem will be the most relevant. Elsewhere it should be a non-problem except when explicitly needed.
For me it's definitely not – it's happening to me at around -1400 -1400 while I'm in the area and everything is loaded.
Also having this problem in 1.14.4. Cows, Pigs, Sheep, Chickens all are affected for me. My farm is in the negative/negative quadrant and they keep clustering up in the northwest (further into negative/negative) corner to the point that most of the other space is empty.
I think this is by design, I've always been under the impression that those mobs are populated by world generation rather than the mob spawning algorithm but I'm not sure first-hand.
@GoldilokZ you're possibly experiencing MC-157697 which has very particular conditions, so tricky to reproduce without knowing but they're ones that happen naturally quite often.
This happens for me as well, and being targeted by the pillagers is also when performance starts to drop, so possibly related to MC-157697.
Also having this problem. Virtually all of the lag I'm experiencing in 1.14.4 is due to pillager patrol pathfinding, even outside of Outposts. Six or seven pillagers are enough to cut server TPS by 25-50% very quickly. I've been testing this for a few days now on my server, and it seems to have to do with their pathfinding. When I kill all of the pillagers, or I teleport all of the pillagers loaded in the world to me in creative mode and they don't aggro, the TPS goes back to normal. If I fly over them in survival mode so they can target me, and then I switch back to creative, they continue to target me and shoot at me even when I'm in creative mode, and server performance starts to drop.
This is happening to two players on my server, but not to me. The first player experiences it consistently while working on a very large piston door, the other one experienced it in a piglin bartering area we were both at together.
