The best I can tell it is supposed to update via Windows Update. It does not show in my update history, though, and I am still on 0.12.0.
I am also still having this issue on Windows 10 edition. Pigmen spawn; however, no other mobs do, even in the nether fortress. I also found a blaze spawner, that is inactive. Also, I am not on peaceful.
