Honestly I did search for the issue, but didn't find any results. My mistake.
I don't know if you realize this, but the video you linked does not actually show the bug happening. I can confirm the existence of this bug cause I was about to report it myself, but your video does't show it. Just thought you should know.
I was just about to report something similar to this. Might be the same thing. Since the update today, 9/27/17, to v1.2.1 while playing the better together edition on the xbox one using the controller I noticed while laying blocks I was laying two blocks VERY quickly with just one trigger pull. Did not have this issue before this update. At first I thought it might have been because of realms trying to keep up in the server so I downloaded my world to the console. Still had the issue. Then I noticed that it didnt happen while standing still just while walking and placing blocks and torches at the same time.
Yes....I searched for this one too, but also didn't find it, I'm not sure, why I don't seem to be able to find these tickets. I'm searching with very vaige terms, like in this case "Sugar cane" and believe it or not, also "sugarcane". Nothing.
