Hey all, so I recently clean installed my PC with a fresh copy of windows 10 on a new SSD and I was having the EXACT same issue. Although I had already installed some common software (chrome, steam, discord, etc.), my install was still pretty fresh as I had just installed windows. I knew it was very unlikely any third party software was causing the issue, so I pulled up task manager (with the download still running in the minecraft launcher) and started looking for the problem. After trying a few things to no avail I found a solution.
SOLUTION: This may not be the same for everyone else, but I had two internet adapters installed and enabled (one for ethernet and one for my wifi-6 network card). My ethernet was not connected at the time (I was using wifi) so I tried disabling the ethernet adapter. The MOMENT I disabled it, my minecraft launcher (which was still downloading in the background) immediate sped up to expected download speeds and my download was done in seconds.
