I understand the underlying cause may be the same, but I don't think this is necessarily a duplicate of MCPE-58643. I was able to transfer all my Minecraft PS4 Edition dlc to Minecraft PS4 Bedrock without any issues whatsoever (unlike what is described in MCPE-58643).
My issue is that my dlc doesn't sync between Minecraft PS4 Bedrock and Minecraft Switch Bedrock, despite being logged in to the same Microsoft account on both.
1) Content transferred from Minecraft PS4 Edition to Minecraft PS4 Bedrock is not recognised as purchased on Minecraft Switch Bedrock.
2) Content purchased directly on Minecraft Switch Bedrock is not recognised as purchased on Minecraft PS4 Bedrock, and vice versa.

I have also encountered the same issue (though intermittently) with DLC transferring between Minecraft Xbox One Bedrock and Minecraft Switch Bedrock. Yesterday, I purchased the official Minecraft Norse Mythology and Chinese Mythology Mash-Up packs on my Xbox One, and expected them to be available on my Switch (both Xbox One and Switch logged in to the same Microsoft account), however only the Norse Mythology one was recognised as being owned on Switch (I was prompted to purchase the Chinese Mythology one again). I requested a refund on the Chinese Mythology Mash-Up pack which was granted, but I don't feel confident making any further dlc purchases when they don't behave as expected.
