This was an issue introduced with the conversion of singleplayer to an internal server in 1.3.1/12w18a.
Same Issue with Xbox One
yes I'm playing on a server with various plugins and cant get into chests while holding a boat.
This issue was introduced in the 1.1 update, seemingly as a result of undocumented changes to singleplayer internal server handling. (Sound familiar?)
As this animation was fixed for Java Edition in 1.20, this can also now be considered a parity issue.
