Oh nice. A ticket that wasn't marked as the user's PC being to blame. I guess I am a duplicate. Throw me away lol. I'm going to bookmark and watch that ticket. Thank you Tom Udding!
Don't really see how this should be marked as duplicate. Every other chunk loading issue problem I've seen for 1.9 has been marked resolved as the issue being the reporter's PC being blamed. I honestly think this should be looked into and tested by others. Mojang themselves even. I have seen and talked to many other people who have been using 1.9 who experience the same issue.
This isn't just something that should be blamed on every single person's PC. I believe this is a bug that shouldn't just be ignored.
Thank you for your suggestion to update. I tried that and then created a new world. The same issue still occurred. One thing to note however is that it seems to happen much less frequently while walking, however while flying in creative mode and flying around in the area I first spawned into the issue occurs much more frequently. Generally when I am around 5-10 blocks above the ground. That is when chunks will start unloading and loading in slightly rapid manners directly under me and next to me.
I provided the newly created world I re-tested this issue on.
Providing screenshots of the world information as it is on the single player list and a screenshot of the issue occurring on Single Player Vanilla 1.9 (since I feel the Spigot server screenshot is disregarded due to it being a modded version)

While in survival and walking the chunk loading issue seems to happen less often, however while in creative mode the chunk loading is loading and unloading chunks I am both flying above and next to. You can consider it a sorta flashing style loading of chunks.
As the OP mentioned the farther away chunks seem to be loading in faster then the chunks you are standing in/are next to.
