Do you mean the cool down of the ability is long? for example: When ever Evoker's summon fangs it takes a while for the Evoker to use them again?
That's meant to happened.
Piglin's are only attracted to the gold ingot if it's in the piglin's line of sight. What you did was, you put the gold ingot one block below, and the Piglin couldn't see it.
Villager's don't spawn in outpost.
