No one is able to join our realm either, same issue. Host is on Xbox 1 if that means anything. Sadness.
I'm not entirely sure what a local Realm is, but I (playing on PC) had no issues joining my friend's local World (playing on Xbox 1). Our Realm leader plays on Xbox 1, but we have people playing across all platforms, and none of us have been able to join the Realm for about 48 hours now. Everyone has the most recent game version available.
