This is happening to me too. I updated a world from 20w16a to 20w17a and have seen the glitch at all Y levels. I tried reloading the chunks and that did nothing. I tried leaving the world and reloading it and that also did nothing. The glitch makes it look like small patches of rain are falling through however many blocks are above it.
I’ve seen this happen a lot around leaves one block above the ground. I’d be standing next to some leaves at eye level, mine the one closest to me and be put into crawl mode for a moment as if I was put underneath the other leaf blocks. It happens to me underground too. If I’m up against a flat wall and mine the block at my feet it will put me into crawl mode and will stay until I move into a 2 tall space.
