1.9.1 pre-3: Started the game with music turned off. Loaded my world, turned music on, no song ever started playing. Quit MC, restart MC, load world, music starts immediately. (so far the same behaviour as described in my previous comment) Shortly before the end of the song I turned music back off - and it seemed to work at first. But then I noticed that the song started playing from the beginning instead, just in a very low volume, probably 10-20%.
I experience the same problem as Zed Ontargs in 1.9 Pre-2. Turning music on and off does not take effect until I restart the game. I tried several times and could reproduce it every time.
