This is also happening on my 1.14 vanilla game, non server. I tunneled in and blocked myself off for a good 20 minutes and when I came out, they were still waiting for me at the exit. I killed all of the ones that were there and left and every time I go back into the nether, there is a bunch of them waiting for me the second I go through the portal.

This happens on my iPad Air (iOS 10.2) in v1.0.1 as several things I have built that pushed sand/gravel up and then goes back down.
