It affects every platform and carries over through all of them.
The way I sorta fixed it is:
Download the preview on Windows and head to the skin editor before logging in inside Minecraft. Once you let all the characters load, exit to the menu and log into your account. After that, it's possible that your skins loaded, delete them and make new characters.
This is not a fix, is a workaround for being able to make your characters, but the "none" option for the eyes will still corrupt the whole thing.
