This sounds somewhat similar to what I've been experiencing on my realm. A certain chunk is experiencing these issues, it was the chunk I was working in before the update to 1.16.100. It's just part of my small house and a mineshaft down to bedrock I am digging out so I doubt it's anything that is straining the realm server. I am experiencing the issues with the blocks not breaking and stuttering, minecarts skipping down the tracks, and not being able to eat. There have been issues in other parts of the world, as well as the nether, but this chunk is the worst, it's borderline unplayable. I have also downloaded the world to try on singleplayer but I did not experience any issues (short test). I have also tried reuploading the world to the realm but nothing changed. Hopefully this gets fixed soon 🙂
EDIT: I'm on PC, and a friend on xbox is also experiencing the exact same issues I have described
I'm no longer having any issues after the latest update with rtx, It's running perfectly fine now!
