The bug is that cave spawning appears to be broken still, with Mobs not spawning effectively in Mob farms. Moreover, I wasn't claiming my testing was conclusive which is why the opening statement of the above post reads "noticed a few things that might help to hopefully further diagnose it...".
My testing was down at both Y=4 and Y=70. Single rows with a 1 block wide x 16 block length. Space between. Repeated for an entire chunk (8 platforms). This was with two levels. In addition, creepers did not spawn in the only viable locations, (buttons beside an open spawn space with a trap door above making the height 2 1/2 blocks tall, indicating that creeper revisions made in the last update had been reverted/removed.
It's hard to tell if that's specifically creepers, but I can confirm in my realm that my creeper farm no longer works, despite the workaround or replacing the 1/2 slabs with carpet.

Just had a phantom spawn below the player in a creative world. Also appears to confirm the issue with prioritizing spawns lower than the player.
It seems to work fine still, I have dispenser currently turning off portals on a realm with no issues. What I did have to do was extend the pulse. I went to slower clock (observer clock worked well) vs. the previous iston clock. It was too fast. So manually doing it with a button works (slower input), or changing your dispenser clock to be slightly slower is the fix.
I've experienced something similar. I had a slime farm setup, and it worked for 2 months or so. My base is on y=38. Now the original slime chunk is inactive, but another area of my base is now spawning them, which didn't before.
If you have both bottles and sheers in the same dispenser it won't work. The reason is dispensers randomly distribute their items. Meaning you have a change of either getting a bottle, or dispenser. If the hive doesn't need that particular harvest, it'll just dispense the item instead.
I've noticed this as well. I haven't been able to replicate it in a single player world, but on realms it happens consistently.
Mobs are confirmed to be spawning on bottom 1/2 slabs. The top of my mob farm is only bottom half slabs and continuously has spawns. Again, not in single player worlds. Only Realms. Single player downloads of the same world seem fine.
Related to this, mobs can actually spawn on a bottom half slab and transparent blocks such as glass, leaves, chests, etc.
Can confirm this also affects transparent block such as glass, chests, bottom slabs. Basically anything seems spawnable now.
It was changed in 1.14 Kelp growth is minimal now. Can confirm. Seems to be reduced WAAAAAYYYY too much.
This is happening to me as well. Same bug. New with the latest update.
Quick update. This was corrected with a realm reset (open/close). Not sure of the cause but anytime it's happened once the realm is reset it appears to fix it. I've seen on two occasions now so it's not fixed, but there is a workaround. No idea of the root cause however, despite testing/observations.
