I am having the same problem. I am trying to join my friends world and it asks me if a want to download the packs and join or if i just wanted to join without the packs. I can join the world without downloading the packs but when i do try and download the stuff it gets stuck at 0/3 or 0/4 at about 99% done. This is very frustrating and i cant play with my friends, please resolve this issue. It is on Minecraft: WIndows Edition. It is still happening on 1.20.41. I am on PC and am trying to join my friends world on PC.
