As you mentioned in Report is correct in cases, but there's a guy named CrisXolt made a pack called "RGB GUI", in that Pack Panorama Overlay is working.
But that's the only pack I saw with working overlay.

I think this is not a Minecraft Bug, because if you attach a mouse to you phone and you open any task or application, then right click always works as Back Button and middle click works as Home Button.
