I do not have any software from the incompatible software list. I've ruled out firewalls on windows 10, my router. I've ruled out port forwarding.
On my machine using a java program I wrote (A TCP server I wrote for fun) I'm able to port forward and route connections to that server from a client application I've created and delivered to friends. All that works, but no one is able to connect to java edition minecraft server 1.13.2 I'm running on the very same machine. Everyone who tries to connect to the minecraft server receives the previously attached screenshot.
My only hope now is to downgrade minecraft versions and see if I can find one where this problem doesn't exist.
