I don't think so, the first time it happened I had the bad omen effect for 2 mins then the raid bar showed up when i arrived and froze after 10 seconds. The second time I got the bad omen effect, went to my village literally a minute later, then the 1st wave started and was complete in 3 mins. Then the second wave was about to start and it froze again.

disregard last comment, I found the illager there was a 2 block gap in the ground he was spawned into. completed level 1 of the raid and when the next raid was loading it did the original issue by not loading the next stage.

Tried again, raid managed to start but when it said 1 raider remaining no more spawned in, i entered creative and spectator to try to find it but couldn't see it in any tunnels, caves or in the house, wouldn't locate when bell rang. Looked everywhere in the raid area and couldn't see it.

I've had this world since like 20w06a and raids have always been successful until after updating to 20w22a.

The message has now disappeared, but there were no illagers outside I went into spectator mode to see where they could be and couldn't see them in any mine, cave. When I rang a bell it wouldn't locate anything close by.

ah.. it goes away when i take off the resource pack, I've been using it for that long I forgot about it. I guess the resource pack just needs updating.
