Can confirm it happening with my Fisherman in particular, he is the highest level in the Village if it matters. Poor Fisherman
I hate to say that I think this is still an issue in 1.14.3 pre release 1. I have encountered two patrols within two days, trying to hurry up with a village wall to protect my precious village with the constant onslaught of Pillagers!
I seem to have a similar issue with Pillager patrols in 1.14.3 pre-release 1. approximately 5 days into our game we encounter our first patrol, and only a day or two later we find a second which triggered a raid (Did not end well.) No screenshots but I really hope this is a bug.
I'm experiencing a similar issue, except the animation is missing entirely. I am trying to record a video of it.
