At pillager outposts Pillagers are still spawning at insane rates and worse yet they aren't despawning no matter how far players are getting from them. We're forced to set the server to Peaceful each time we get into the game every day in order to prevent a loaded Outpost from soaking up the entire mob cap.
I've made adjustments to the despawn length to see if maybe shortyening it by a chunk would make them despawn since a lot of what I've searched online has said that chunks are unloading before the mobs could despawn. But this doesn't seem to be the case.

Can recreate, they don't seem to have a mob cap at all, I'm having to use /kill @e[type=pillager] to remove them or the world gets too laggy to play in

Is this still an issue in 1.14.3 pre release 1?

I seem to have a similar issue with Pillager patrols in 1.14.3 pre-release 1. approximately 5 days into our game we encounter our first patrol, and only a day or two later we find a second which triggered a raid (Did not end well.) No screenshots but I really hope this is a bug.

This issue has been closed as invalid.
Your game, launcher or server is modified.
If you can reproduce the issue in a vanilla environment, please recreate the issue.
Any non-standard client/server/launcher build needs to be taken up with the appropriate team, not Mojang.
Any plugin issues need to be addressed to the creator of the plugin or resource pack.
If you have problems on large servers, such as The Hive and Hypixel, please contact them first as they run modified server software.

Would be really great to hear more on what determines the spawn rates of these mobs to help us determine what is going wrong here.

I can confirm this issue is not from modified server software, yes I had this issue on spigot and paper mc. But When I reported my ticket on this it was with vanilla single player. NOT modified as during that time most modded clients/mods etc weren't even updated to 1.13 yet at the time such as forge. This is indeed a vanilla issue. Also the pillagers dont despawn around the outposts, which tells me they wonder out of the spawn area and continue spawning more. Until this issue is resolved many of us in the spigot community had to resort to using a plugin that limited their spawns to prevent issues. For the vanilla smp servers I was on they had to use command blocks or other means to limit pillagers.
