This needlessly breaks so many technical contraptions that have worked for years. Please reconsider this change.

I uploaded a video with a redstone level resource pack showing how severe this delay is.  The weighted pressure plates are relatively useless for dealing with entities when they will always output power level 1 before updating.
(I realize this is slightly different from the issue reported but falls under the same umbrella)

Hmm.  I strongly disagree.  If you were to send a signal via repeater line to an object on a cooldown that would end by the time the signal reached it, you would still expect the signal to send.

I get that vibrations are a different mechanic from redstone but the way the cooldown works not is not consistent or intuitive.  If I can catch a ball every 2 seconds, you can throw one to me every 2 seconds.  You don't need to wait for me to catch the previous ball and then wait 2 seconds before throwing the next one.

The tulip gradient is still incredibly sparse with little to no intersections at sea level within 1000 block square radius from 0,0.  It would be very nice to adjust the thresholds which allow the tulip blotches as now, tulips are essentially confined to flower forests.

Makes for a very easy bucket of tropical fish farm.  I thought this was intended actually.  too bad.
