Flower patches are not generating correctly

In 1.17.1, flowers used to generate splotches of 1 random flower and sometimes tulips.

In 1.18, flowers generate all kinds of flowers in one splotch (also unbalanced, because it generates 10 or even more dandelions and only up to 5 cornflowers, f.e.)
Tulips are now much more rare.

The issue is not only in plains biomes; in other biomes (f.e. taiga, savanna, etc.), where only poppies and dandelions generate, they are also mixed rather than only 1 kind of flower in a splotch.

Can confirm for 21w41a.

Can confirm this. Tulips seem to not spawn at all in a newly generated 1.18.1 world. They do not spawn in biomes they are supposed to be in nor can you grow them using bone meal.

This is definitely a problem for upgraded worlds - upgraded chunks in plains biomes will never generate a tulip (at least, we haven't found a place we can bonemeal for tulips yet).  Unfortunately, MC-244716 indicates that they are aware of and will not fix this issue.  Yet another case of "You can't really upgrade your old worlds, despite what we told you" for 1.18.

The issue gradient from flower forests is different than the issue here.

This ticket is covering two separate issues.

Issue 1) Tulip generation in plains only happens in specific locations decided by a noise function (see MadMan25's comment). Since 1.18, this noise function takes the Y coordinate into account: this means "tulip" areas might be set high up in the sky or deep underground, where no grass blocks generate, making tulips overall much rarer. It can be fixed by either returning to the 1.17 system (Y level is ignored, a tulip area generates tulips at every Y level), or by adjusting the frequency of tulip areas and making them more common at surface levels.

Issue 2) The way regular flower patches generate flowers is indeed different than older versions, but this is a separate issue unrelated to the tulip noise described above.

Interestingly the incorrect generation of poppies, dandelions etc.(not tulips) was recently deliberately added to bedrock edition and mentioned in the changelog. Perhaps this bug was misinterpreted as a feature? I don’t this this change to flower generation was intentional on Java at least, since it wasn’t mentioned at all during development in the changelogs, plus it is unbalanced.
