Are you playing on a realm or in multiplayer? Bedrock has a 200 mob limit, so if there are 200 total loaded anywhere in the world then there will be no guardians.

Also guardians count as a cave spawn, and only 8 are allowed within 4 chunk area of the spawn point. Keep in mind this is the spawn point of the guardian, not the position of the player. Therefore for max rates a huge amount of time has to be spent lighting all caves and surface within 4 chunk of any guardian spawn point. Also requires putting bottom slabs or buttons all over the ocean in order to stop drowned spawning, which will quickly stop your guardians from spawning because of density checks. Then after all that kill any mobs you see, especially dolphins, drowned, squid, and fish if you can manage it. If there are grassy areas where passive mobs can spawn then you will need to slab those as well.

Well from the wiki it says:

 

"Bee nests generate hanging from oak and birch trees found in plainssunflower plains and flower forest biomes, containing several bees. A tree in these biomes has a 5% chance to have a bee nest, only during world generation or chunk generation."

 

In other words you have to go to areas of the world where nobody has ever been before and look there.

This has also been found to happen on the realm I play on.
