Accounts are not tied to game versions, so snapshots have no bearing on whether or not an individual head will be available.

MHF skins are not a part of the game, they're user accounts with skins. If one does not exist, it's because it hasn't been created. They're a bit time consuming to add, so if you believe that some are missing and need to be added, I'd suggest emailing me complete details/skins and making it as clear and easy as possible. Can't guarantee that they'll be added, but I'll try. Closing issue since it's not an actual bug.

Yes, the max was increased to 200 earlier this month.

Outdated support articles are not bugs, and should be brought up with the support team via the contact form on help.mojang.com. I've now changed it to indicate the current max of 200.
