I also have this same exact error/bug. I've done all possible solutions I can find such as excluding from firewall, allowing java, disabling firewall itself etc. I can connect to my server using my local ip but when I use my public IP, I get that error/bug. I already port forwarded this as well. This is for the server that I created in order to play with my friends.
