Same behavior for me on Xbox one. Friends report the same issues on the switch edition.
I have this issue as well one the xbox one.

Not laying eggs after mating still. Just a suggestion, could the turtles conditions be adjusted to lay eggs on the nearest appropriate beach while the algorithm gets corrected. This bug breaks the ability for underwater exploration, which is something me and my son's wanted to do over the Christmas holidays. There are losing interest in the game sadly.
