I confirm, running the game in the window mode eliminates the problem. It runs smoothly even with RTX enabled.

No, that is not true in my case. Problem still exist even when playing on "old" or "flat" world.
Neither reinstallation nor beta installation helps.
The same problem came to me suddenly. Probably after WIndows 10 update. Keyboard (and only keyboard) lag in Minecraft makes it impossible to play. The delay affects all keys in the game, including chat and command line.
This is horribly annoying, I paid for a game that is now unplayable!
