It hasn't been creating crash logs for the two crashes today. Not sure why. That's the most recent crash log I could find.
Confirm dolphins are spawning. Still not sure what could cause this though. I was the only one logged in, and there were ZERO aquatic mobs near me when I noticed the problem.
Squid, yes, but I don't see any dolphins yet, though am in deep cold ocean, so I'm assuming the dolphins will be back when I go to a different area. Could the mobs counting towards the mob cap have been people's bucket caught fish?
Wait I restarted the server and now fish are spawning again. What are the 42 entities I just killed, and why did killing them resolve the problem?

You mean with the datapack at the top of the page? I can't get that to work. Followed all instructions, as vague as they are, can't get fish back. Why are there no fish on my server?
This has been a problem since the update was released in July. How has Mojang not fixed this yet?
Can confirm that changing fboEnable from false to true fixes the problem.
