Alright guys so I found a way to bypass this a little so for me skin packs still work with mc I can still download.mcpack files and import them into Minecraft to use those skins. If this works for you take the skins you want to use and go to this site

And make your own Minecraft skin pack so you can use your skin I hope this helped some of you

I've had this same issue too for the past week I'm pretty sure I am able to use skin packs but anytime I try and upload them from my device it says the same thing you're having issues with not sure if this is a bug though.
