This is affecting me too. 1.16.5 LAN works just fine. 1.19.2 (release) does not. Tried both clean versions and modded with the same results. Our accounts aren't banned from any service that we know of, we don't play online outside of LAN/self hosted at all.
PC's on the same network trying to connect: Windows 10 build 19044 and Linux Mint 20.3 (kernel 5.4.0-131 generic).
Firewall is completely off on Linux, network is set to private in Windows 10. (Will provide further update if hauling out the second Windows 10 machine I have changes anything.)
Edit to update as promised: No change. Two Windows 10 machines, both following the linked article. I even got very bold and turned off firewall entirely on both machines. Nothing. Direct connect results in "connection refused, no further info" now.
