The only resource pack I have that might be affecting the Raid Omen not starting is the Markers Pack by FoxyNoTail. I'm not sure if it affects player.json but thought it might be good to note here.

1.19.31 fixed unlocked maps when opened by the player. Locked maps are still showing black spaces, and now do not display the historical locked data, but instead display current map data. These locked maps should display the data from the point it was locked.
