Well, MC-58365 had an identical issue with an older version of Minecraft and it says in that one "Mojang said it was 'lucky bug become feature' ... but now obsidian generator (using water, lava and redstone/web) do not work."
So I had guesses IT WAS a feature now and it's broken in this build.
