I am encountering the same glitch. It's a single player world, but I use a Realm to transfer it between my console and PC. Today I downloaded the world from the Realm to my PC, and the first time I took damage, it only healed to 19. I've taken damage again to see if it would go to 20, but it stays at 19. Latest update.
