That is not the issue. The issue is that there isn’t a way to toggle between includingdamage or override damage applied by the game by default. The scoreboard should equal 0. Having players change damage manually by ratio is insufficient for cases where you want to remove damage a specific amount regardless of the max durability. A better solution would be to have a property called “use_as_ratio” to toggle between calculating damage based on ratio and calculating damage based on value. Does that make sense?
It is a bug because fences should have similar functionality to walls, which they don't. I would consider this a bug when resolved, it adds new functionality to the game.
