I've got exactly the same issue! I'm playing Minecraft ('Windows 10 Edition') over half a year on the SAME Win 10 Tablet-PC (8 GB Ram, CPU: Core M 5Y71) – I always could set the max. render distance to 56 chunks (while smooth playing was still possible up to 40 - 48 chunks)!
Now, with te update to Version 1.2.13, the max. render distance has been reduced to a mere 16 chunks – PLEASE Mojang, say that this is a BUG and NOT a 'feature'!...
