this has been happening to me as well!! its very frustrating. ive tried removing them on my playstation & mobile and they keep coming back and dont stay removed. I have had a few griefers and want them gone and the only way ive found to actually make sure they dont come back is to block them and put a repeating command block that kicks that specific person if they try to join.
