Please reopen. Still occurs in 1.13.1. A workaround is to build up next to where you want the bird to land, then fall down.

Please reopen. This happens on 1.6.0 Bedrock on Windows 10. The NW corner of the village appears to be a popular spot to congregate, but for some reason not all villagers go there. A villager in a fenced-in or walled-in part of the village with a valid door will sometimes prefer to go to a door on the other side of the village, and will stand outside at the wall waiting to be let out instead of going to the door a few blocks away.
