My brother made a "Man with the Yellow Hat's hat", and portions of its textures, but not necessarily chunks, wouldn't load.
I used to have that problem on my old Windows XP computer. It's just bad lag issues, and there is no problem with the game, OS, or Java version.
Confirmed for 14w21b.
That isn't a bug, it's a feature.
