Not sure if it did the same for anyone else, but when the launcher told me there was a new ms store version of the launcher, I deleted the one I had (the one I had before didn't have the same problem), and installed the ms store version. This is when this problem first started and it hasn't been fixed yet.

You should definitely be able to place signs on end rods though
